Any preparation or adaptation of any substance similar or not to the following used or manufactured with a view to produce a practical effect by explosion :-

Nitro-glycerine, gun-cotton, fulminate of mercury or of other inetals, dynamite, blasting powders, gun- powder, gelatine dynamite, cheddite, gelignite, blasting gelatine, bobbinite, compressed gunpowder, rackarock, chlorate of potash mixture for rackarock and pieric acid.

Compressed Oxygen. Compressed Acetylene.

Dissolved Acetylene.

(Chlorate of Potassium (in quantities exceeding (lb.)

Any other chlorate. Acetone.

Extracts from Rules and Regulations made by the Governor-in-Council on the 15th day of March, 1906, under the provisions of Section 6 of the Dangerous Goods Ordinance, 1873, (Ordinance No. 1 of 1873).

The following shall be deemed to be dangerous goods within the meaning of the Dangerous Goods Ordinance, 1873 namely:-

Any inflammable liquid, not already, with or without excepted quantities, declared to be dangerous, which, when tested in man- ner for the time being prescribed under the Dangerous Goods Ordinance, 1873, shows a flash point below 150° F. Compressed carbonic acid.

Compressed ammonia gas.

Nothing in this regulation contained shall be deemed to declare or imply that any substance hereto- fore declared to be dangerous goods within the meaning of the said Ordinance shall not be deemed to be dangerous goods.

- 70.

DANGEROUS GOODS IN GENERAL.

1. Every Vessel arriving at any Port in the Colony having on board any Dangerous Goods within the mean- ing of the Dangerous Goods Ordinance, 1873, or to which the said Ordinance applies, and every Vessel about to take on board any such goods for exportation, shall hoist a RED FLAG at her Fore-truck and shall keep it flying so long as any of such Goods are on board.

2. Every Ship, Vessel, Lighter or Bout of any description whatever, having on board any Dangerous Goods as aforesaid, shall whilst in the waters of the Colony hoist a RED FLAG at the Fore-truck or, where there is no mast, on a pole at her bow.

3. Every ship, Vessel, Lighter or Boat as aforesiaid having on board or being about to take on board any Dangerous Goods as aforesaid, shall anchor at one of the Dangerous Goods Anchorages, or at such place in the Harbour as shall be pointed out by the Harbour Master, or his Deputy, and the said Vessel shall not be removed therefrom without the permission of the Harbour Master.

Provided that the Harbour Master or his Deputy shall not require any Ship or Vessel to anchor at a Dangerous Goods Anchorage when she has a certificate from an officer of His Majesty's Navy or from one of His Majesty's Inspectors of Explosives to the effect that she has a properly constructed Magazine, and the Master of such Ship or vessel further certifies in writing that all explosives are carried in such Magazine, that all detonators have been removed and that no other Danger- ous Cargo is carried by the Ship or Vessel.

Provided also that, should any vessel, having on board any Dangerous Goods as aforesaid, not be provided with such magazine certificate, it shall be lawful for the Harbour Master or Assistant Harbour Master, if a Naval Officer, at the request of the master, owner or agent of such vessel, to inspect her magazine, and if satisfied that it complies with all requirements, to issue a certi- ficate to that effect and to charge a fee of $25 for such certificate.
